Rich Snippets offer a way for websites with certain kinds of content to improve their website's search engines listing results in Google. All the Web site has to do is add some HTML rule (in the way of microformats or RDFa) to framework that information in their webpages so the search engines can identify it. And even before Google began providing these snippets in search results. 6 years ago, Yahoo! allowed microformats in SearchMonkey back in 2008.
